Arduino boards can be used to create all kinds of effects. They are intended for artists and hobbyists. On the basic level, it can take input from some type of sensor (light, motion, etc.) and be programed for a desired output. It can control lights, motors, etc. This video is a good example of what it can do for our purposes.
The software is open source, and it is supposedly easy to program because it’s intended for people who don’t know a lot about programming. They can be purchased for relatively cheap. Or, if we have the parts and we can solder, they have instructions for making your own on their website.
Wikipedia also has some code samples for turning an LED on and off.
